free or cheap program to copy DVD

I got my DVD from a student film I did. I just wondering if there's a free or cheap program that can copy the DVD and convert it to a video file format.

And I also need a program that can copy the DVD to another DVD.

A fairly decent program is DVD SHRINK.
Most people will disagree because that is what we do here, but it is very easy to use and in the process will make a digital copy of the DVD files in *.VOB format, which is accepted by youtube and google video.
